Thank you for a well organized and researched listing. Since this article ran, have you come across any 70 mm, PWM (4-wire), low noise (< 25 dbA) fans? The QuietPC 70 mm is quiet, but, as a 3-wire fan, I can't figure out how to control the speed. I'm using it in a non-computer application, and acquired an inexpensive fan controller, but without the PWM wire, I don't believe I can control it's speed.
I don’t think there is any 70mm fan with 4-pin PWM connector. However, you can control the fan speed by varying voltage. For example if the fan is rated at 12V for full speed, then you can supply 7V to it to reduce its speed.
